In reply to your telegram of yesterday. I

am informed that security of opium revenues is ample for additional loan as well as for ours and therefore I see no objection to the Corporation arranging, if they can, with the Viceroy for additional loan on this security on the conditions as regards Hupeh Szechuan and Canton-Hienkow Railways which they pro- pose. I agree with you that guarantee or recognation should not be given either by British Government or

by Hong Kong.
